I am seeking a Certified Public Accountant to review a short technical memorandum related to a public records dispute involving a Massachusetts state agency. The agency has withheld several categories of information from broadband grant applications, claiming the material constitutes "commercial or financial information regarding the operation of a business entity." The categories they claim are sensitive include: • Employer Identification Numbers (EIN) • IRS Form W-9 information for large (often public) companies • UEI / SAM registration identifiers • CAGE / NCAGE contractor identifiers • DUNS numbers (historical federal identifier) • Financial assurance instruments (performance bonds, letters of credit, capital commitments) The purpose of this project is to have a CPA review whether these items actually constitute confidential financial information, or whether they are instead routine administrative identifiers and compliance documentation commonly disclosed in government contracting and grant administration. Materials provided I will provide: 1. The agency's written response describing the claimed exemptions 2. A draft memorandum outlining the accounting analysis 3. Source references (IRS, FAR, SAM registration guidance) The goal is for the CPA to: • review the draft memorandum • make corrections or improvements as needed • confirm the analysis reflects standard accounting and financial-compliance practice • optionally provide a short professional attestation The draft is approximately 4–5 pages and is intended as a starting point to save time. Ideal background • CPA with experience in accounting compliance, government contracting, or infrastructure finance • Familiarity with vendor onboarding, tax identifiers, or procurement documentation • Experience preparing professional memos or expert statements is a plus Contract duration of less than 1 month.
