Position Purpose/Summary Responsible for administrative and technical work involving the administration and oversight of programs receiving federal funding to prevent and reduce homelessness, including the Continuum of Care (COC), Emergency Solutions Grant (ESG), HOME Investment Partnership Program (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Massachusetts Homeless Youth Grant ... Programs. Work is performed under the supervision of the Director of Housing & Homelessness Policy and the Deputy Development Officer for Housing, Community Development and Neighborhood Services. No supervision is exercised over other employees. Essential Functions • Prepares and administers all homelessness program related COC, ESG, HOME, HOPWA, and Homeless Youth Grant contracts, including preparing scope of services, budgets and relevant contract exhibits/attachments. • Conducts all programmatic related communications with subrecipients, including ensuring timely and accurate invoicing and reporting of accomplishments/beneficiary data by subrecipients, reviews and reconciles invoices to contract requirements and budgets, ensures invoice accuracy and approves invoices. • Responsible for providing guidance to grant subrecipients as needed for grant compliance and effective use of grant funds, including researching and explaining regulatory and other administrative guidance documents. Maintains subrecipient contract files for program compliance and conducts annual monitoring to ensure proper compliance with all federal, state and municipal guidelines. • Reviews monthly progress reports and monthly/quarterly reporting for all contracts and subrecipients overseen. • Assists in the preparation of Requests for Proposals (RFPs) associated with programs managed. Reviews request and applications for eligibility for funding. Coordinates review process in consultation with the Director of Housing & Homelessness Policy. • Responsible for setting goals and reporting of accomplishments associated the 5-year Consolidated Plan, Annual Action Plan, CAPER, and other required documents. • Responsible for maintaining all accomplishment and beneficiary data from subrecipients and coordinating with interdepartmental staff to ensure accurate reporting in IDIS. • Responsible for staying abreast of changes in federal regulations associated with COC, ESG, HOME, HOPWA, and Homeless Youth Grant Programs and updating programmatic policies and procedures and compliance/monitoring checklists to ensure compliance with current federal regulations. • Assists in planning and organizing training opportunities for sub-recipients regarding grant compliance and best practices for meeting grant objectives, including identifying and securing training partners, arranging training space or making arrangements for online training, and providing information to subrecipients about training opportunities. • Performs related work as required. Knowledge, Skills, And Abilities • Thorough knowledge of the philosophy, principles, methods and techniques of contract administration of federal and state programs. • Capacity to quickly learn program-specific government regulations and apply requirements in program contracting and administration. • Familiarity with social services organizations and mission-driven work. • Ability to establish and maintain effective working relationships with municipal officials, subrecipients, and the general public. • Complete knowledge of modern office practices, procedures and functions. • Considerable knowledge of departmental rules, regulations, procedures and functions. • Ability to express oneself clearly and concisely, orally and in writing. • Ability to work independently. Education And Experience • Graduation from a four-year college or university; OR any equivalent combination of four (4) years of education and/or relevant experience. • Experience in community development, grants management, and municipal government programs.
